Since the end of 2024<\/strong>, the Mexican energy sector<\/strong> has undergone a profound institutional reorganization<\/strong>, but one of its less-discussed effects has been the loss of public information<\/strong>. Today, we do not know precisely what the updated level of the country\u2019s oil and natural gas reserves<\/strong> is; the latest publication corresponds to January 1, 2024<\/strong>, while the Hydrocarbons Information System<\/strong> records its most recent update in January 2025<\/strong>.<\/p>\n\n\n\n

This absence is directly related to the disappearance of the National Hydrocarbons Commission (CNH)<\/strong>, the regulatory body<\/strong> that was responsible for integrating and publishing the national reserves<\/strong>, as well as information on production by field<\/strong>, wells under development<\/strong>, exploration activities<\/strong>, and unutilized natural gas<\/strong>. The transfer of its functions has not been accompanied by an equivalent publication mechanism, so the institutional reorganization<\/strong> ended up weakening one of the sector\u2019s main sources of technical information<\/strong>.<\/p>\n\n\n\n

Something similar occurred in the electricity system<\/strong>. Data such as operational alerts<\/strong>, the reserve margin<\/strong>, and other indicators regarding system conditions disappeared from the public area of the Market Information System<\/strong>. This information made it possible to observe more clearly whether a power interruption<\/strong> was related to a lack of capacity, grid saturation, the unavailability of power plants, or some regional contingency. CENACE<\/strong>, operator of the market and of the National Electric System<\/strong>, justified the restriction on the grounds of national security<\/strong>, but the indicators were not published again.<\/p>\n\n\n\n

Another fundamental instrument is the National Energy Balance<\/strong>, whose latest publication appeared on February 10, 2024<\/strong>. This document integrates the production<\/strong>, import<\/strong>, and export of primary energy<\/strong>, its transformation in refineries<\/strong>, processing plants<\/strong>, power plants<\/strong>, and other facilities, and finally energy consumption<\/strong> in the industrial, transportation, agricultural, commercial, and residential<\/strong> sectors.<\/p>\n\n\n\n

Added to these documents were the production and consumption outlooks<\/strong> for oil<\/strong>, petroleum products<\/strong>, natural gas<\/strong>, liquefied petroleum gas<\/strong>, electricity<\/strong>, and renewable energies<\/strong>. For years they were published annually, stopped being updated regularly after 2018<\/strong>, and had an additional edition on April 3, 2024<\/strong>, with projections for the 2023\u20132037<\/strong> period. Since then, no new version has been presented, despite the regulatory<\/strong>, institutional<\/strong>, and investment<\/strong> changes that have occurred in the sector.<\/p>\n\n\n\n

Binding planning<\/strong> has acquired a central role in the new energy model<\/strong>, under the premise that the State<\/strong> must define the needs for infrastructure<\/strong>, production<\/strong>, and system expansion<\/strong>. However, planning that cannot be contrasted with public information<\/strong> runs the risk of becoming an administrative decision that is difficult to evaluate. SENER<\/strong> still has the task of rebuilding a data system<\/strong> that allows simple queries, coverage of the entire industry, and certainty regarding its periodicity. Before linking investments<\/strong> to government planning<\/strong>, it will be necessary to link that planning once again to sufficient, current, and verifiable data<\/strong>.<\/p>\n\n\n\n
